The CANADA AI Framework: A Blueprint for Global Leadership

CIGI Paper No. 337

October 29, 2025

Canada’s position as a global leader in artificial intelligence (AI) is under threat. Despite the country launching a national AI strategy almost 10 years ago, its social and economic impact in the field is lagging compared to its peers. This paper recommends creating a six-pillar AI framework under the CANADA acronym (consisting of collaboration and community; advanced algorithmic models; nurturing talent; application and adoption; data governance and ethics; and AI for all) to enhance Canada’s AI potential. This framework would help boost productivity and competitiveness throughout the economy by focusing on talent and intellectual property retention, industrial adoption and AI literacy.
