Science Diplomacy and Africa’s Quantum Horizon: Beyond Economic Development

Quantum science and technology policy is a fast-evolving domain, with security and economic implications. The recent publication of the white paper Africa’s Quantum Horizon by the Africa Quantum Consortium marks a novel contribution to this field as a region-centric, South-led approach to quantum policy, not only as a question of economic development but also as an object of science diplomacy. Supporting the vision of the quantum sector’s development in Africa will involve not only economic policy but also shifts in science diplomacy and the global governance of quantum science and technology.
